Under the leadership of Doug Ford, the Ontario PC government is taking decisive action to fix the health care system after years of Liberal neglect. The Primary Care Act, 2025 — a first-of-its-kind law in Canada that will set clear expectations for publicly funded primary care and help ensure everyone in Ontario can access a family doctor or primary care team, no matter where they live.
This bold legislation is a key part of your PC government’s plan to connect two million more people to primary care within four years.
As part of the 2025 Budget, a $300 million investment will help build or expand up to 17 new teaching clinics across Ontario. These new community-based clinics will provide direct care while training the next generation of family doctors, nurse practitioners, physician assistants, and nurses — helping connect 300,000 more Ontarians to primary care.
This brings the Ontario PC government’s total investment in the Primary Care Action Plan to $2.1 billion.
These teaching clinics are being developed in partnership with top medical schools including McMaster, NOSM, Queen’s, TMU, Ottawa, U of T, and Western. Locations will be announced this summer.
Since 2018, Ontario’s PC government has added nearly 100,000 new nurses and 15,000 new physicians, as well as expanding medical school spaces by 67% for family medicine, and launching 80 new and expanded primary care teams across Ontario.
